Project: “Multisectoral humanitarian response and support for access to basic services for the population of frontline and hard-to-reach communities of Kharkiv Oblast”

Implementation period:
3 November 2025 – 30 April 2026

Project goal:
to increase the level of safety, resilience, and well-being of residents of frontline communities of Kharkiv Oblast by providing multipurpose cash assistance and strengthening access to basic life-saving services for people affected by the war.

Main objectives of the project:

  • to provide multipurpose cash assistance (MPCA) to the most vulnerable households to cover priority needs;
  • to strengthen coordination with local communities and authorities for effective response to humanitarian needs.

Target groups:

  • vulnerable residents of the Izium and Balakliia communities of Izium District, Kharkiv Oblast, including older people, households with children, persons with disabilities, single parents, and families that have suffered losses or destruction of housing;
  • internally displaced persons living in frontline and hard-to-reach settlements.

In the frontline communities of Kharkiv region, the implementation of the short-term project “Multisectoral Humanitarian Response and Support to Essential Services in Hard-to-Reach Communities of Kharkiv Region” has been completed.

The project covered the Balakliia hromada (Shevelivka village) and the Izium hromada (Levkivka village) and was aimed at supporting households most affected by the armed conflict.

Within the project, 418 individuals received cash assistance, representing more than 170 households. The total amount of support exceeded 4 million Ukrainian hryvnias. Assistance was provided through Multipurpose Cash Assistance (MPCA) in the amount of 10,800 UAH per person. This approach enabled households to independently prioritize their needs and allocate funds to cover essential expenses, including food, medicines, utilities, and other critical needs.

The NGO “Responsible Citizens” implemented the project in partnership with Acted, within the framework of funding from the Ukrainian Humanitarian Fund (UHF), ensuring adherence to the principles of humanity, impartiality, transparency, and accountability to communities.
