Project Providing Cash Assistance to People Affected by the War and Forced Displacement

NGO “Responsible Citizens”, in partnership with Acted Ukraine, is launching a project to provide cash assistance to people affected by the war and forced displacement.

The project is implemented with the support of the Ukraine Humanitarian Fund (UHF) of the United Nations Office for the Coordination of Humanitarian Affairs / OCHA Ukraine as part of the “UNITY — United Cash Assistance Programme in Ukraine” consortium.

The programme provides prioritized cash assistance to people affected by hostilities, living in frontline areas, forced to evacuate, or directly affected by shelling.

Assistance will be provided under three areas:

  • Cash assistance for residents of frontline areas.

The focus is on households living in the Shevchenkivska community of Kharkiv Oblast, with priority given to areas closest to the frontline. In particular, areas within 50 km of the frontline, with priority given to areas within 20 km.

  • Cash assistance for evacuees.

This assistance is intended for people and households who were forced to leave their homes due to hostilities and evacuation. Registration under this area will be conducted directly at the Kharkiv Transit Centre for people who meet the programme criteria.

  • Cash assistance for people affected by shelling (Izium district).

The assistance is intended for households whose housing, property, or living conditions have been directly affected by shelling.

When determining priority, household vulnerability will also be taken into account — in particular, the presence in the household of children, older people, people with disabilities or limited mobility, pregnant women, people with serious illnesses, as well as the consequences of the war for the family, among other factors.

It is important to note that the selection mechanism will depend on the area of assistance and the security situation.

Under the assistance area for residents of frontline territories, activities will take place in designated communities and according to a separate selection mechanism. Assistance to evacuees will be provided through the Kharkiv Transit Centre. Under the assistance area for people affected by shelling, assistance will be provided based on information about the consequences of attacks and compliance with the programme criteria.
