A Multi-Sectoral Humanitarian Response Project Is Ongoing in Frontline Communities of Kharkiv Oblast
A project titled “Multi-Sectoral Humanitarian Response and Support to Essential Services in Hard-to-Reach Communities of Kharkiv Oblast” is currently being implemented in frontline communities of Kharkiv Oblast.
Within the framework of the project, the NGO “Responsible Citizens” has launched cooperation with Acted, an international humanitarian organization that joined the initiative to strengthen support for households most affected by the war. The project is implemented with financial support from the Ukraine Humanitarian Fund (UHF).
At present, in-person household registration is ongoing in selected communities of Kharkiv Oblast. Registration is conducted exclusively for individuals included in pre-approved lists provided by local authorities. This approach ensures that assistance is prioritized for households with the most urgent needs.
Registration is carried out in accordance with vulnerability criteria and targets households with children, older persons, persons with disabilities, family members with limited mobility, as well as families whose housing has been damaged or destroyed as a result of hostilities.
Under the project, humanitarian cash assistance is provided in the amount of UAH 10,800 per registered household member — UAH 3,600 per month for three months.
At the same time, registration and meeting vulnerability criteria are mandatory requirements for participation in the programme but do not automatically guarantee receipt of humanitarian cash assistance. Support is provided based on the prioritization of needs, selection results, and available financial resources.
For Kharkiv Oblast, which continues to face constant shelling, housing destruction, and limited access to basic services, such inter-organizational cooperation strengthens the humanitarian response and enables a more systematic approach to addressing the needs of vulnerable communities.
