Team of Responsible Citizens NGO is looking for a Compensatory Learning Programmes Expert
Responsible Citizens NGO is a Ukrainian public organization working to advance education, support communities, and strengthen the resilience of children and youth in times of war. The organization implements educational, humanitarian, and social initiatives in partnership with international organizations, authorities, and local communities.
Within its educational programmes, the organization supports children and adolescents who have experienced learning losses due to the war, including through the implementation of compensatory learning programmes, psychosocial support, and approaches to addressing educational losses.
The key objective of this role is to support the development and implementation of educational loss recovery programmes that help children restore basic knowledge and skills and return to an age-appropriate educational trajectory.
The organization implements these approaches in cooperation with the Ministry of Education and Science of Ukraine, local communities, educational institutions, and partners, combining educational loss recovery programmes with the New Ukrainian School (NUS) reform, the development of preschool education, and decentralization processes.
Role
The position involves providing technical and programme support for the development, implementation, monitoring, and improvement of compensatory learning programmes at both national and local levels.
You will work at the intersection of pedagogy, programme management, analytics, and cross-sectoral coordination to strengthen the quality, scalability, and practical impact of educational loss recovery programmes.
Responsibilities
- Support the development, implementation, monitoring, and improvement of compensatory learning and educational loss recovery programmes in line with evidence-based pedagogical approaches and national priorities.
- Provide technical expertise in pedagogy and educational sciences to improve programme quality, learning effectiveness, and the application of age-appropriate teaching methodologies.
- Coordinate cooperation with communities, education authorities, educational institutions, and partners for the effective implementation of educational loss recovery programmes.
- Work with project teams, the Ministry of Education and Science of Ukraine, local authorities, civil society organizations, and implementing partners to ensure coordinated programme planning and implementation.
- Represent the organization and participate in the work of the National Education Cluster, the Education in Emergencies Thematic Working Group, sectoral inter-agency working groups, and education coordination platforms.
- Conduct analytical reviews of programme performance, learning outcomes, and gaps in educational service provision, and prepare practical recommendations to improve coverage, effectiveness, and equal access.
- Prepare presentations, analytical reports, meeting minutes, and analytical materials; support monitoring, evaluation, and documentation of lessons learned and practices.
- Support organizational, administrative, and communication processes related to the implementation of educational programmes.
Requirements
- Master’s degree in education, sociology, psychology, economics, or related fields.
- At least 5–7 years of relevant experience in compensatory learning, educational loss recovery programmes, learning support programmes, or similar educational interventions.
- Practical experience in the development, implementation, monitoring, or evaluation of educational programmes based on evidence-based pedagogical approaches and national educational priorities.
- Strong understanding of educational sciences, pedagogy, learning assessment, age-appropriate teaching methodologies, and approaches to addressing educational losses.
- Understanding of the Ukrainian education sector, including the New Ukrainian School reform, preschool education, and decentralization processes.
- Experience coordinating with government partners, local communities, education authorities, implementing partners, and other stakeholders.
- Experience participating in inter-agency coordination mechanisms, working groups, or clusters will be an advantage.
- Fluent Ukrainian and English language skills.
